-Within the framework of the public – private partnership (PPP) concept, private and official development cooperation work hand in hand.
-In Cambodia, many SMEs and entrepreneurs especially rural areas lack access of business information including market prices, contact details, employment information etc.
-Access to business relevant information of good quality is an important factor for success and competitiveness not only for companies but also for individual persons.
-To enhance access to information internet services seem to be a viable opportunity in areas.
-Cambodia Village Company Ltd. And PPP project of GTZ plan to go one step further and introduce selected interest –based business information services in rural areas.
-PPP - GTZ and CVP contribute fund 50% / 50% to establish 20 CBIC in five provinces (BTB,Pus. BTM, SiemR, Palin)
Project Purposes
-To create opportunities in business, employment and entrepreneurship
-To provide affordable internet-based business information in rural areas.
-To share information such as market, agriculture information, job placements and contact details etc. to urban and rural areas.
Contribution of GTZ
-Developing the content of the training materials for the operators
-Indentifying and selecting the participating operators
-Supporting the training of the operators
-Monitoring and evaluation of the PPP.

-Identifying and select the participating operators
-Train and select operators in providing internet – based information services

-Assist the selected operators in negotiating financing models for necessary technical equipment with MFIs. As well as in purchasing and installing of equipment.

Selection criteria for Operators
Criterias
1 Entrepreneurial skill
2 Existing business such as I Booth Operators, photocopy shops, book stores, and stationary shops, Internet shops, grocery shops etc.
3 Has ability to establish the center or borrow money from MFIs
4 Existing business is located in central, high traffic areas in the village/commune/district
5 Students have just finished IT degree are strongly encouraged in combination to parent business
6 Be direct Operator (Available time in the business)
7 Has permanent address in his/her village /locations
8 Can understand, read and write English is required
9 Good infrastructure (electricity, internet coverage ...etc.)
10 Good credit history is an advantage
11 Has good relationships with members of the community,
12 Micro Finance Institutes' member is an advantage
13 He/She has good selling skill
14 Has good relationships with members of the community,
15 Have commitment to work hard and offering new service product
16 Good inter-personal skill and communication
17 Willing to be self-developed and learn new skills
18 IT background(hard ware and soft ware)
